Weighing all of the factors, and in particular, the impact on the potential funding and governing aspects for the Parkway, the best solution appears to be annexation by Sacramento city.

Fulton Avenue is a cash cow.

A two-mile-plus stretch of unincorporated Sacramento boasts Audi, BMW, Chevrolet, Chrysler, Hummer, Honda, Lexus, Oldsmobile and Volkswagen dealerships just for starters. It's the county's largest sales tax generator.

New and used car sales from nearly two dozen dealers in the Fulton Avenue corridor netted the county $7.3 million in sales tax revenue in 2005. Throw in nearby stores and restaurants, and the corridor generated more than $18 million in sales tax revenue in 2005 -- nearly 7 percent of the county's total.

Which is why the fate of Fulton Avenue is of such concern to Sacramento County government: It relies on the corridor's sales tax revenues to pay for public services. Meanwhile, supporters of a new city of Arden Arcade know that without Fulton Avenue's dollars, incorporation isn't viable.
