Here are highlights of the budget Gov. Arnold Schwarzenegger proposed for the fiscal year that begins July 1:

• Fully funds Proposition 98 for schools, raising per-pupil spending from $11,240 to $11,584.
• Provides $300 million to begin repaying schools $2.9 billion in Proposition 98 money owed for 2004-05 and 2005-06 fiscal years.
• Increases prison funding by $808 million to more than $10 billion.
• Assumes student fee increases of 7 percent at University of California campuses and 10 percent at California State University, but none at community colleges.
• Proposes $102.1 million over two years to create 100 new judgeships.
• Proposes $19.6 million to add 230 positions at the Franchise Tax Board to collect unpaid taxes.
• Proposes $21 million to add 120 uniformed and 41 non-uniformed positions for the California Highway Patrol.
• Proposes $35.8 million and 126 positions to implement greenhouse gas emission reduction plan.
• Cuts $25 million from Proposition 36 drug treatment program.
• Proposes $11.3 million to provide human papillomavirus vaccinations to 52,000 Medi-Cal eligible women between 19 and 26.
• Proposes $82.8 million over two years to implement Proposition 83 law on sex offenders.
• Proposes $216.7 million to provide 4.2 percent increase for aged, blind and disabled on SSI/SSP.
• Freezes state's contribution to wages and benefits for in-home workers, shifting responsibility for pay increases to federal and local governments.
• Proposes $37 million in bond funds for five flood-control projects, including around Folsom Dam and south Sacramento streams.
• Proposes $27.3 million for various building projects at Los Rios Community College District campuses, including $8.7 million for science building expansion at Cosumnes River College, $7.3 million for fine arts building expansion at American River College and $4.9 million to modernize the fine arts building at Sacramento City College.
• Proposes $8.9 million to complete "critical repairs" at the state Capitol and complete the Capitol Park master plan.
