Good idea to redefine city from how previous administration, the county, defined it. A real sound step in becoming the city the residents want it to be and a strong argument for continued incorporations.

Rancho Cordova might roll out unwelcome mat

Taking a big swing at businesses they deem undesirable, Rancho Cordova officials on Tuesday will consider an urgency ordinance targeting recycling centers, thrift shops, check cashing centers, tattoo parlors, pawn shops and smoke shops.

Part of the move is aimed at correcting moves made when the area was part of unincorporated Sacramento County and used as a "dumping ground" for businesses that weren't wanted elsewhere, a city spokeswoman said.

The ordinance proposes a 45-day moratorium on the approval of any new business licenses.

As currently regulated, many of the businesses already operating in the city present a threat to public health, safety and welfare, officials said.

"Staff has repeatedly received complaints from concerned residents regarding these businesses," states a lengthy report to the council prepared by City Attorney Adam Lindgren and Deputy City Attorney Joe Chapman.

"These businesses have resulted in harmful effects on the community, including but not limited to drinking in public, loitering, drug sales, prostitution, burglaries and robberies, littering, attraction of vagrants, aesthetically unappealing premises, lowering of surrounding property values, increase of public nuisances and an increase in other criminal activity," the report states.
