LAFCO to split cost of cityhood study

Sacramento's Local Agency Formation Commission voted unanimously Wednesday night to split the cost of an Arden Arcade cityhood study with proponents, agreeing to pay up to $100,000.
Total expenses would range between $220,000 and $330,000 and include an environmental impact report and a comprehensive fiscal analysis.
Joel Archer, who chairs the Arden Arcade Incorporation Committee, said the arrangement creates a partnership.
Proponents say the initial arrangement three years ago had cityhood backers paying for only the environmental impact report, estimated to cost $150,000.
In April, the commission adopted a policy that proposed Arden Arcade backers pay all the commission's costs in advance of an election.
About 30 supporters of the incorporation drive attended Wednesday's meeting to protest the changes.
