Another wonderful riverfront project continues struggling to be birthed, but no one said remaking the rivefront would be easy.

For more than 20 years, the city of Sacramento has struggled to bring to life to a wedge of promising waterfront property known as the "Docks" just south of the Old Sacramento historic district.

Last year, the project got a heartbeat when a prominent development team from San Francisco stepped forward to turn the barren site into a river-oriented center of shops, businesses and high-rise condo towers.

Suddenly, however, the long-awaited project next to the Sacramento River is facing an uncertain future. And it is not because of the gloomy building climate.

Instead, a political showdown inside the state Capitol is threatening to sideline the Docks.

The stalemate is so arcane and muddled that some close to the situation said they don't quite understand it, nor do they know how to resolve it. It also is so touchy that many wouldn't speak publicly about it.
