We were against the ban from the beginning and here is a letter we sent to the board of supervisors stating our opposition:

Re: the Proposed Ban of Alcohol in the Parkway
Our organization opposes the banning of alcohol in the Parkway during holiday periods, as it penalizes the many individuals, families, and group outings in which alcohol plays an enjoyable and responsible role in their recreation in the Parkway; to get at those few individuals who abuse alcohol.
The preferred method of dealing with alcohol abuse in the Parkway is through continued education about the dangers of over-drinking while around a river in which people drown regularly, and, most important, an increased police presence during holiday periods.

American River Parkway alcohol-free for weekend

SACRAMENTO -- Today marks the start of an alcohol-free weekend on the American River Parkway.
Labor Day is one of three holidays for which the county Board of Supervisors has outlawed alcoholic beverages in the parkway between Hazel and Watt avenues. The ban extends through Monday.
County officials can't keep river-goers from drinking on the water, but they can enforce the ban on the shore.
Supervisors also approved the ban for the Memorial Day and Fourth of July holidays. Their intent, they said, was to prevent nudity, alcohol abuse and out-of-control behavior, which have been seen on holiday weekends the last two years.
